$OEM$ Folders Issues

I'm having an issue with the $OEM$ folders... I hope you guys can help me figure out what I'm doing wrong.

I have created an unattended WinXP SP2 CD with all the patches using svcpack.inf which is working beatufully. However, I have created a $OEM$ file structure on the CD which is not being copied automatically to the HD during the installation.

The CD folder structure is like this:

D:\$OEM$ (parallel to I386, etc.)

$1

cmdlines.txt

regtweaks.reg

inside the $1 folder...

D:\$OEM$\$1

BGInfo (some files inside)

Install (some files inside)

I would expect that during the installation it would create the C:\BGInfo and C:\Install directories on the target computer, but it is not happening. Do I need to tell it somewhere to create those files or the setup program should do it automatically as soon as it sees the $OEM$ folder?

I have done this before... but I honestly don't remember. Any ideas?

In winnt.sif, make sure OEMPreinstall is set to "yes"
