W2K Update Rollup 1 Problems

I'm having trouble getting the install of Windows 2000 SP4 Update Rollup 1 to work properly. I'm using RunOnceEx, and the rollup installs (shows up in Add/Remove Programs), but then when I run Windows Update, it prompts me to install it again. WTF mates?

Here is my RunOnceEx line for the rollup install:

REG ADD %KEY%\002 /V 7 /D "%systemdrive%\install\Updates\KB891861.exe /q /u /o /n /z" /f

I had the same problem with my svcpack.inf until I discovered that I should install this update as the last one...
