Can you make Power Users for XP home

Useing XP Home with a big famly has granted my many days of hard ship. People coming to me all day asking to use admin so they can use the computer. An limited user does not have the power normal people need. I would like to add people as Power Users.I know that I don't have gpedit.msc, and PowerUsers are not in XP Home.

I was thinking that maybe one could use Net localgroup, cacls, and security templates to do this.

Has anyone tryed this?

P.S: don't say "why did you get XP Home, and not Pro?"

I got XP Home for free, I would have had to pay full price for Pro.

You might be able to with an xp tweak program but ms had disabled most mmc features. I tried this at work on someones laptop.
