help install wireless modem

hi guys,

hope comeone can help me.. i'm trying to install a wireless modem using devcon.. the command is completing succesfully but when i go to device mngr the device is there but with an exclamation point.. when i go to the properties the resource tab is missing.. what am i doing wrong here... i'm using the correct inf.. (the same one it uses when installing in full mode) and the drivers are all in thier right places..

another one i noticed is that when i entered devcon rescan first it detected the generic device, then i cancel the found new hardware prompt and do a devcon update hwid after that the device is working properly.. any suggestions on how to do a complete install without running teh rescan first? any help and suggestions would be greatly appreaciated =)
