Group Policy Question

I have some users complaining about not being able to right click on the taskbar, go to toolbars, and add a new toolbar ( not sure why this is so important). is there a setting in group policy that handles this?

type gpedit.msc inside run dialog box

got to User configuration-->administrative templates->start menu and taskbar

and explore yourself by checking all the items available on the right side...
