I would like my cleanup.cmd file to create a couple of shortcuts for me. Is this possible, and how?

Ex. I would like to create a shortcut for the following file:

C:\Programmer\Trillian\Trillian.exe

to the following path:

C:\Documents and Settings\Administrator\Application Data\Microsoft\Internet Explorer\Quick Launch\
