creating new toolbar and moving to top of screen?

Anyone know the registry hack for creating a new toolbar and placing it at the top of the desktop? Any help would be appreciated

I dont even know if this is possible to be perfectly honest, but I will try and find out but I wouldnt be surprised if it had to be done manually!!
