Stickykeys not working properly

I use stickykeys due to physical impairments. I've just completed a new clean install of XP with SP2. Stickykey combos like CTRL-X, CTRL-C and CTRL-V work no problem - but none of the navigation combos work like word select CTRL-{left arrow} or Select SHIFT-{arrow keys}.

It almost seems like any combo that involves the arrow keys are turned off but I can't figure out how to turn them back on.

Any suggestions or solutions would very much be appreciated.
