Strange Issue w/ XP Pro SP2 Slipstreamed CDs

I install the system. I complete the CD-KEY screen and initial setup. The computer reboots, goes through the Windows XP loader screen and then loads a screen with just a blank screen with a mouse cursor in the middle. That screen then remains for about three minutes. Then the computer reboots to repeat the process.

I have used two separate copies of XP Pro slipstreamed with SP2. I have a corporate edition and a retail edition. The problem happens with both versions.

However, the problem is non-existent if I use an XP CD that has not been slipstreamed with SP2. It is only CDs with SP2 on them that this issue occurs.

When I install the OS I only connect two IDE devices. One hard drive as IDE-0-Master and one DVDROM as IDE-0-Slave.
