disable desktop settings

I have been asked to disable the display propetys in windows 98 second edition on a office computer, non networked computer

as people are changing fonts wallpaper screensaver ect

Having not worked on such a old system for many years I can not work out how to disable the settings page for the desktop.

Has anyone got any ideas
