What does SP2's TCP/IP Limit mean on earth?

@Windows XP SP2,M$ set a TCP/IP Limit,what does it stand for?

x connections increased per second or total connection in one second,which one is right?

i am confused,can anybody help me?

I believe it is the number of connections attempted to any XP SP2 workstation at a given time. This is not really new, I believe Win2K Pro had the same limitation.

Why would one want to increase this connection limit, as evident with the patchers/hacked installation files available?
