Ok I'm making the user accounts and I want to use the Net User method so I can make passwords and I know to make an administrator you put

net localgroup Administrators UserName /add

net accounts /maxpwage:unlimited

what would you put in to make a limited user?

just change administrators to user.

To find more info on the net command open a command prompt

and type net /? or net help 'commnd' such as 'net help localgroup'
