Sys Prep Tool messed Windows

Hey i didnt know what this program was so i opened it and it was Sys Preperation Tool and it like ends user or something like that. And i open it ran it and now my network connections are not showing up and i cant connect to the internet. And the display is like windows 98. Heres a picture of what it looks like

I tried going through displays, making a new account i tried just about everything i could think of.

Ew how can i change it!

Anything i could do instead of reinstall or reformating?
