What Is T-13 Stage

I doing some research on running registry changes @ startup. i keep reading about T-13 Stage. I guess something will work before and after but i cant get a good grasp what is it. Any Answer would help.

T-13 is svcpack.inf, so I suggest you'd use T-12 to apply your regtweaks, which is cmdlines.txt.
