I used REGMON to check this and there maybe more than one registry setting that matter but:

HKLMSoftwareMicrosoftWindows NTCurrentVersionWinlogonAllowMultipleTSSessions

seems to control the Fast User Switching part, 0x00000000 (0) is disabled, 0x00000001 (1) is enabled

HKLMSoftwareMicrosoftWindows NTCurrentVersionWinlogonLogonType

seems to control the Welcome screen, like above: 0x00000000 (0) is disabled, 0x00000001 (1) is enabled.

I'll check this and edit if more is needed.

Yeah, I was able to verify those two registry keys are the ones. I had Welcome Screen and Fast User Switching turned off and manually changed the registry keys in regedit myself. It gave the Welcome Screen and also the option to switch users. Changing the keys back reverted back to Classic logon style w/ no fast user switching.
