hi all i would like to know if there is a possibility to block or to allow https web site in users GPO if yes WHERE is it LOL can't find a solution ( didn't see anything)

not exatly what you are looking for but you could use the host file.

I don't believe it is possible either to block URL's with GPO's. You would need to use a host file or some kind of content filtering software like Microsoft ISA server, Websense or SurfControl to block sites from being visited.
