Spl, more userfriendly..i guess???!!

i need to know if there is any programming that have an interface in spl programming. i mean a likes visual basic. where i can create a table or anything thats looks more easy to read. i've already study about sql language..its coding..

for example...microsoft access...we can implement some sql coding along with a table.
