Program For Creation Whole Theme.

For example, I want create theme, which contain Style, Sounds, Cursors, Icons, Wallpaper.

How can I do that?

Does such program exist?

i think stylebuilder should do the trick but i never tried it myself

StyleBuilder allow you only create Stlyle.... so it not help

Try here for some info on the M$ .Theme files. you will need a program to create the visual style & a way to create the sound files, but this M$ link tells you how to pull it all together.
