Windows Update Issues

Good day,

I am running windows 2003 server and my PC will download new updates either from the microsoft site or from a WUS server but once the updates are ready to install the globe will come up with a reminder to "CLICK HERE |TO INSTALL THESE UPDATES" but when I click on the icon it just disappears and reappears a few seconds later if I log off and log back in as ADMINISTRATOR then the updates install 100%, I have double checked the user that I have created is part of the administrators group but it still will not let me install the updates from that user.

Are there any suggestions as I have even tried reloading windows and I am also getting the same errors on another winXP box.
