Domain Hosting?

pardon for my ignorance i just wan't to have an idea how to host a domain name

like www.mydomain.com?? do i really need to pay for it?? where can i find hosting domain for free?? pls seens i'm using a DSL connection with a static ip

i there a possible to make my ip to domain host name?? and host it in workstation desk?? thanks in advance!!
