I would like you to first look at this KB888254 article so you no where we are coming from.

We are going to deploy SP2 through group policy but for SP2 to work correctly we need to install the hotfix and apply the reg key once SP2 is installed. Through methods mentioned here I have extracted the files from the SP2 network installer and extracted the 1 file from the hotfix. This installs the SP2+Hotfix without any problem. What microsoft didn't do with the hotfix is also include the regkeys. Is there a way to have the SP2 install the regkey. I have looked at modifying the Update.inf in the "Update" folder from the extracted SP2 files. I added the regkeys to this file but when I run the update program from the "Update" folder I get this error -

"Setup could not verify the integrity of the file Update.inf. Make sure the Cryptographic service is running on this computer."

If I remove the the key from the update.inf file the SP2 install will work. Is there a way to get SP2 to also install the regkey, or stop this error from happening.

I assume you have extracted the SP2 network install package..

look for a file HIVESFT.INF. In fact, any hive should work, but I mainly use this one as it is the LOCAL MACHINE hive file.

Add the registry key to that file, and since you were editing the update.inf I'll assume you know how to write in INF.
