Unable to start Norton System Works

I re-installed W98SE (after formatting my partioned hard drive) and then updated with Microsoft service packs (critical updates only). However after installing Norton System Works with no apparent errors, I can't open NSW or NAV. Could the problem be outdated runtime libraries? If so , or not, what should I try next?

what version of nsw did you install?when you attempt to open it what does it say if anything?does it want you to activate it?
