ICFGNT.dll is missing

I slipstreamed my XP disk with SP2. Between the 15-20 minute time remaining display it gives me an error:

Windows Cannot load the Internet Configuration Library

(ICFGNT.dll) The following error occured

The specified module could not be found.

I searched the internet and it seems this file is located in an icw.cab or icwcon.cab directory - this doesnt exist on my disk neither does it exist on SP2 or my original XP cd. The only file that exists is ICFGNT5.dll

Anyone know how to resolve this error?
