how create a shortcut with cmd.exe

Hi,

until now, i used the $oem$ folder to create my shortcuts in my custom windows. But when i have changed the default windows directory because a previous installation of windows is already on the disk, the directory "default user" is now "default user.XXX". So $Docs is unusable.

i have maked research and i have read again the excellent msfn guide. I don't have find this information. I'm blind ?
