Cmd Line Search & Replace tool

im sure i seen this posted here, but cant find it..

but anyways, does any1 know a search & replace commandline tool that is a single file & can support variables like %programfiles% / %systemdrive%

Could use "findstr" (a native CMD function) with pipes to modify action...
