unattended install freezes

I've been trying to make a unattended Windows 2000 CD, but I've ran into a bit of a problem. I've slipstreamed SP4 and various hotfixes into the CD and that works. But as soon as I add the winnt.sif file, it stops working. About 10% though the "Installing Devices" screen, the progress bar just stops. This happens even with the most basic winnt.sif:

AutoPartition=0
MsDosInitiated=0
UnattendedInstall=Yes

[Unattended]
OemPreinstall=Yes

Does anybody have any idea what I might have done wrong?
