there's no way by default but things you can try:

complete the first setup step (until it asks to install the drivers), then check your %programfiles%\Radeon Omega Drivers\v2.5.97 Beta and try "setup.exe /K". i recieved a BSOD related to ati2cqag.dll after reboot. i think this is because the control panel is not properly installed but there must be a work around.

for testing purposes i think the best is to use DCleaner (included on this omega edition) and try it. this things can be a problem because virtual machines don't emulate too good your graphics card and the ati package won't get installed if it can't find the hardware :}
