Regional settings (How to get it work?)

Hi!

I know that it was disscussed a lot of times, but I still don't know how to get it work.

I just want to change my location from "United States" in "Regional and Language Settings" to anything else. For example Russia or Moldova. Also I want to set by default "Language for non-Unicode Programs" to Russian. There is even no such option in setup manager from deploy tools.

Please, give an advice!
