Change Border Style ?

Hey there!

Every once in a while, I program in Visual Basic and like the "ToolWindow" style as opposed to default "Sizeable" style. I was wondering if you could (easily) change the various "styles" for Windows itself, or specific apps with ResHacker. Could anybody point me in the right direction?

And if this isn't exactly the perfect forum, I wasn't sure which one it would go to. Heh.
