Registry system lock

Hi,

doees anyone know of a way to release a system, windows 2000 or windows xp, that has been locked with the dword values called:

"RestrictRun" and "DisallowRun", with both set on value 1 or activated. Once the system is rebooted they lock out every application inlcuding the registry itself!!!

Is there a way or a tool that allows you to reset these 2 values to 0 or disabled or allows you to simply remove them and reboot?

boot on a BartPE disk and modify the registry with RegEditPE

Why not drop down to recovery console, and use the "REG.exe" for that.

Or maybe, ERD Commander or bartPE with a graphical environment could do this as well.
