after update, won't fully load 1st time

I have put together a unattended 2k installation with slipstreamed sp4 and all the current hotfixes are executed from a batch file from the runonce section.

I am experiencing a problem only after the hotfixes are installed, (they all go smooth and nothing errors out), but after the hotfixes are finished, when the system is restarted windows does the windows update which I think is from the ie6sp1, when this update finishes the system doesn't continue loading. I found that I can goto the task manager and run explorer.exe and then it finishes loading, and any restarts after this point works just fine, it's just that one time doing the update it hangs up on finishing booting.

Anybody have some insight on what causes this so I can figure out what to change to fix this from happening?
