According to the 0x0409.ini file found inside each subfolder:

"1205=/S Hide intialization dialog. For silent mode use: /S /v/qn"

This is a known fact. The switches for Paint Shop Pro have been the same for a while now. Plus its easier to use MSI file instead of the setup.exe which loads the MSI file anyway.
