Problem with Activeperl

Does anyone know what is wrong with this command

msiexec /qn /i %SYSTEMDRIVE%\Install\ActivePerl.msg ADDLOCAL=PERL_FEATURE,PPM,PERLIS,PEARLSE,EXAMPLES,DOCUMENTATION TARGETDIR=%PROGRAMFILES%\Perl PERL_PATH=Yes PERL_EXT=Yes REBOOT=ReallySuppress

If I remove the TARGETDIR entry it works but installs to c:\perl, I tried enclosing it in quotes but the same problem, I get the box you would get for running msiexec /?
