From command line I don't know but a way to automatically create your network connection (if it is for unattended install) is to create your connection and copy the file called rasphone.pbk to your $OEM$ folder and copy it back where it was at install time - your connection should be created when you logged for the first time.

%SYSTEMDRIVE%\Documents and Settings\All Users\Application Data\Microsoft\Network\Connections\Pbk\rasphone.pbk

If you really wanna do it with command prompt then wait for other post.
