FIX: Windows time server problem

I used a popular regfile tweak from a while back, one of the things it disabled was windows time. I get RPC unavailable, this is because the time server is not started.

However when I try to start the time server i get.

Error 1038: Unable to pblah blah.

The fix is simple put it to "Manual" then start it. Then stop it. Then put it to "Automatic" and start it again.
