SP2 and TCP lockdown?

Anyone seen this EventID?

EventID 4226

TCP/IP has reached the security limit imposed on the number of concurrent TCP connect attempts

Do you see this when using Bittorrent or eMule?

The only thing I could find on it was over at Warp2Search.net, Here.

Just wondering if there is a work around out yet.
