Add local printer as User or Power user

Does anyone know what needs to be opened up so that Xp users or power users can add local printers?

Is this possible?

Well, you can use Group Policy Editor

run-gpedit.msc

look for

Prevent users from installing printer drivers

&

Load and unload device drivers

I don't want to give the users rigths to add any other hardware, any other suggestions.
