svcpack.inf, cmdlines.txt and runonce

I am currently using svcpack.inf to install my hotfixes, cmdlines.txt setup my RunOnce, and RunOnce to install my applications.

Is there any difference in what gets installed when? E.g. could I put everything in svcpack.inf or could I put everything in RunOnce to take two extremes?

My rule of thumb: If you can install it from either SVCPACK or CMDLINES, do (either one: your call), otherwise RunOnce.
