Error opening User Accounts in Control Panel

Dont know exactly what my friend did, but, on the computer he more frequently uses, I noticed ... just check the attatched screenshot...

Is there a way I can edit the registry to fix this to the default settings?

These error messages come from the Services Control Manager and can occur for any service. it would seem that one of the services running has failed.

go into your administrator options and look at the admin logs to see what service was causing the problem.
