Unpack the files from it using the commandline options, i think its a standard /c /t:<path> but /? will pop up the options. Then read this thread, specifically the 4th post. Once compiled you put the exe (36k here) in the same folder as the unpacked files and run it, it'll silently install dx9. In addition to this the latest headers include a flag which allows the managed extensions to be installed silently as well, sadly if that flag is used (here at least) an msi error is caused which pops up a messagebox that you must click to continue. Sort of mucks up an unattended install. The managed extensions can be installed seperately later though. Myself i do dx9 in cmdlines.txt and the extensions in runonceex later.
