After clicking install I get "This item is no longer available" "Sorry, this item has been removed and is no longer available for purchase from the Windows Store."

Microsoft shut off the Windows 8.1 store, it will be temporarily available for updates only until it shutdowns completely.

cant install apps offline anymore. requires a developer license and its shut down now. it might work on enterprise?
