from whatever app this comes, it is called via [DetachedProgram] from Winnt.sif, look there to see which app causes this

Add OemSkipWelcome=1 to [GuiUnattended]

setupmgr.exe should have created this entry by default.

I use UnattendMode=DefaultHide so I can fill in the Username and Organisation....
