Can’t disconnect an external portable Hard drive

Using Windows 10 on a certain machine where I work when I go to the icon to eject the drive it is greyed out. It is also greyed out for USB thumb drives but I can right click and choose eject on the drive under “Computer” for those

I have checked and the drive is set for quick removal.  I can remove them on other Windows 10 PC’s I own but not this particular one.
