Win10 Export/Import Startlayout not working

Trying to manage custom layouts, but the tools aren't working.  Running it gives me this:

PS C:\> Export-Startlayout

I believe that, because of this, the GPO to control the Start Menu with the exported .xml is also not working because I made an .xml from another Win10 system, loaded it into the GPO and it doesn't change anything.

 

What am I missing?  What module do I need to import?  any ideas?  Neither import nor export startlayout exist.

Although I think the Start is screwed up. I do system restore and it doesn't put it back in place. Shortcuts are in folders where they need to be but it just doesn't add them back, totally weird
