Having problems installing Windows 98SE

I've been trying to put together a pc to run Windows 98SE in order to run a legacy program.  I got it all together, then tried to install Windows. It seemed to be going well, and then it restarted after putting in the product key and it wouldn't load Windows.  I could get it to boot into safe mode, but that doesn't do me much good.  I also can't see my cd drive in safe mode, so I can't install the drivers that came with the motherboard. Here's all the hardware that went into the machine:

(not sure if you guys can see that)

I've tried formatting the hard drive and reinstalling, as well as scanreg and a few other simple things like that (that I can't remember exactly what they are right now).  Can anybody see where I went wrong? Or is there anything else I can try?  I'm not that well versed in Windows 98 but any help would be appreciated.

Go to the BIOS by pressing F2 while the computer boots up.

Go to Advanced, then IDE Configuration, and set the OnBoard IDE Operation Mode to Compatible Mode.

Great, that worked enough so that I can boot into regular windows.  However, I still can't see the CD drive and I can't find the driver for it.  Is there any way to extract drivers from the command prompt or something like that? I'm pretty confident that once I can get the CD drive to work I'll be good to.  Thanks a lot for your help so far

Yup that worked.  Thanks a lot.  Now my issue is that the motherboard driver cd is a dvd and I only have a cd drive.  I guess I'll have to figure that out on my own.  Thanks for your help though I really appreciate it
