Missing language support papploc

i was trying to open a software developed in Russia but the characters are all messed up, so i tried to open it with applocale russian mode but then it prompts me "Your system does not have the language support for the selected language installed!"

i've tried hard googling and resolving it myself but ended up in vain.

in particular i found that the option to select Russian as non-unicode program default is missing as shown below

which i obviously remembered that upon XP installation it was there.

i really can't recall what i could have performed since then which disabled it as of now.

Is there any way i could reintroduce the option there without reinstalling the OS?

I'd be grateful for any helpful advices.
