I tried to google for this phrase : windows 7 unable to access "Local Uesrs and Groups",,,,but all I found is related to XP

My issue is I have a standalone windows 7 64 bit, "Local Uesrs and Groups" has a read cross on it

Assuming you're logged on as an Administrator, run "lusrmgr.msc" and see what happens.

I logged in as a user that has admin privilege

run "lusrmgr.msc" and see what happens.

Might want to run process monitor while attempting to open that msc file (it logs as soon as it's run, so open procmon, repro the issue, then file > save the log quickly). That should at least tell what library it isn't finding as registered properly.

I am going to try what you have suggested.

Sorry for the late reply I was busy and the windows (laptop) that I am having problem with it is not mine, it is for my cousin, therefore I have to get it from him every time I need to check what is recommended by you guys.

Meanwhile this is the property to the Windows OS
