file download security warning

When opening a program i keep getting a dialog box that says File download-security warning do u want to run or save this file. Generaly it hapens mostly on harddrive based programs....

Import a reg file with this content.

Windows Registry Editor Version 5.00

[HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Policies\Associations]
"LowRiskFileTypes"=".exe"

OK!

Copy the following into notepad:

Windows Registry Editor Version 5.00

[HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Policies\Associations]

"LowRiskFileTypes"=".exe"

Save it as "Whatever.reg" (Without the quotes)

Then run it... by double clicking on it.

You have to make the file.

well I am sorry to say but it keeps happening. And when i turn my laptop on it ends up with about 30 of these file download security warning windows. When i open any internet based program it seems to work fine its only hardrive based programs. It looks like it tries to open something from the internet just before the file download window comes up. Why would it do that if its not an inernet based program?
