cant figure out why my icons have this back/hover color

This has been driving me nuts for some time.

When I hover over an icon/folder the text turns dark blue to where I cannot read it. When i back off it is light grey.

I have tried all the "advanced" settings under the appearance tab of display properties and have also tried IE options>colors.

I did just figure out that when i disable my Royal Zune theme it goes away. But I know I did not have this problem before while having this theme.

Here is what it looks like before touching it with the mouse:

Then it turns to light grey after pulling away

I am using WindowsXPSP3
