patronu, I simply copy the Favorites folder from my old machine, then during installing W7, copy it into the new Favorites folder. Enjoy, John.

I know I can do that, but I want to automate the export of favorites and also I like the fact that ie8 exports a single file not 1000 files from favorites

that's why I want to find some command line to do this. preferably using something that is already installed in windows.

There isn't one, the API isn't public. You could watch it with a debugger and see if you can write some code to emulate it, but there's no public way (other than the IE8 UI) to accomplish this.
